Documents: NCAA alleges Oregon recruiting violations

In documents released Friday, the NCAA alleged that under Chip Kelly, the Oregon football program committed several recruiting infractions.
The accusations were contained in two documents, labeled "Proposed Findings of Violations," obtained Friday in a public records request by several media outlets. While the documents use language that indicates the NCAA and the university agree to certain points, an athletic department spokesman says Oregon does not acknowledge any violations.
The NCAA has been looking into Oregon's recruiting practices since questions arose over a 2010 payment of $25,000 to Willie Lyles and his Houston-based recruiting service. The information that Oregon said Lyles provided for the fee was largely outdated.
The draft, which is heavily redacted, suggests Oregon's use of three scouting services did not conform with NCAA rules, and the Ducks exceeded the number of coaches allowed to recruit. The report concludes that Oregon didn't adequately monitor its football program in relation to recruiting rules.
Oregon has not received a formal notice of allegations from the NCAA. The documents released Friday do not include any possible penalties.
In a letter to boosters on Friday, Oregon Athletic Director Rob Mullens said the draft document was part of the ongoing NCAA investigation.
"While we have no specific timetable on the inquiry, we remain in close communication with the NCAA as the process advances cooperatively through each stage. Currently, pursuant to the NCAA's process, we are in constructive discussions with the NCAA on the draft of their proposed findings," he said in the letter.
Mullens also said the school continues to work with outside counsel on an independent assessment of the program.
The NCAA will not comment on ongoing investigations.

Men's Golf: Northwestern hopes to steal Big Ten title away from Illinois
The state of Illinois can't hold two Big Ten champion teams, and the Wildcats are on a desperate trek to rip the title out of the Fighting Illini's hands.
After coming up just short of Big Ten gold last spring, Northwestern fell to second place behind their intrastate rival, Illinois.
This year, it's the same game with different players. The Cats came into fall without David Lipsky, the 2010 Big Ten champion who lost his crown last spring in his senior season with a third place finish in the tournament. Junior Nick Losole was out with a back injury and played only one fall tournament, in which he completed two of three rounds.
NU was dealt another blow when sophomore Brad Shigezawa decided to transfer. Coach Pat Goss said Shigezawa is the first player to transfer out of NU's program in more than 25 years.
"We were really depleted in the fall," Goss said. "But now Nick is healthy and playing and, beyond that, all our players had great winters of practice and are much improved. We're not the same team we were in the fall."
After only three top-5 performances in the fall, the Cats look to continue their spring turnaround, highlighted by their third consecutive victory at the Big Ten Match Play Championship and first place at the Rice Intercollegiate.
Under the leadership of seniors Eric Chun and Sam Chien, the young team has cobbled together a more encouraging dynamic. Chien and Chun took turns as the Big Ten Golfer of the Week for the last two weeks, respectively.
Chun said many of the problems in the fall stemmed from the Cats not having time to mature and grow together. Although golf is individual, it's the overall team score that secures the championship.
"Goss has always told us our aim is to inspire each other and encourage each other into working hard and just love being an NU golfer," Chun said. "For me just the way I practice, the way I play, the way I carry myself, have to reflect that. I've done better this year than in the past years at being positive in speech and in action. Loving all my teammates, supporting them, if they need help, helping them, if they need corrections, moderate them."
Goss said the reality of "the after-college" has hit the seniors, and they will kick their games into a higher gear.
Chun won the Big Ten individual crown his sophomore year and participated in the 2010 British Open. He said the best way to help NU reach its goals is by improving his own performance.
Freshmen Bennett Lavin and Matthew Negri have seen significant play so far this season. Goss said the duo got a lot of experience under their belts and that they are continuing to improve and contribute to the Cats' lineup.
But Chien is NU's secret weapon. After playing only three tournaments in the 2010-11 season, the senior is at the top of his college career. He's ranked third on the team and broke the tie with Penn State in the first round of Big Ten Match Play.
"I'm so impressed with Sam's game and how much better of a player he is," Goss said. "The things he can do on the course are really impressive. Sam's made great strides toward getting results that match that. If Sam stays confident, believing in what he's doing, that really makes a huge impact on our team."
Goss said NU's win in in the Big Ten Match Play was a great measure of how the Cats perform under pressure. That momentum and the healthy direction in which NU is heading will do nothing but benefit the Cats' chances at winning the Big Ten Championship and their pursuit of NCAA aspirations.
"The players get put under the squeeze a lot more (in match play) than they do in medal-play golf," Goss said. "It's a great opportunity for the kids and a great opportunity for me to see how each of them is firing under true pressure. It's pretty easy to go through a medal-day tournament and really never get that pressure. In match play it happens almost every hole. It shows our kids have some tough mettle and they can play with the heat on."

Upstream Research: American and British Consumers Warn of Backlash against Feared Facebook Advertising Plans
One in five online Americans would stop using a company?s product or service if subjected to too much digital advertising
LONDON--()--As Facebook prepares for its long-anticipated initial public offering (IPO) and consumer fears mount over how their personal data could be used to subject them to greater volumes of more intrusive advertising, American and British consumers are warning of a major backlash as more than one in four (27 per cent) British and one in five (20 per cent) American consumers online would stop using a product or service ? such as the social networking site ? if they were subjected to too much advertising. The findings are revealed in the 2012 Digital Advertising Attitudes Report from Upstream which commissioned YouGov to poll the online views of 2,054 UK adults aged 18+ in the UK and 2,105 in the USA on a range of digital advertising issues.
?Consumers are not generally averse to being marketed to, but the past decade of ever-increasing volumes across all available channels is finally taking its toll?
The findings come as a stark warning to all consumer-facing companies as nearly two thirds (66 per cent each) of British and American online consumers already claim they feel subjected to excessive digital advertising and promotions. The 2012 Digital Advertising Attitudes Report reveals that while 20 per cent of US consumers would stop using a company?s products or services entirely as a result of receiving too many advertising messages, over a quarter (28 per cent) would be less likely to respond positively to that company in the future. Furthermore 14 per cent of US 18-24 year olds would publicly complain about that company to their friends on Twitter or Facebook.
However, the 2012 Digital Advertising Attitudes Report reveals that consumers are not generally dismissive of digital marketing and advertising but understand that it can be useful. More than two in every three (69 per cent) US adults are happy in principle, to receive marketing and advertising on their PC, mobile, tablet or MP3 player. To make the US user more likely to respond positively to the marketing, the advertising must be tailored to the consumer?s personal interests (26 per cent), contextually relevant to what they are doing (21 per cent) and specific to their location (19 per cent). As a general rule the majority of US consumers (55 per cent) do not wish to be targeted more than once a month, while 18-24 year olds are most amenable to being targeted as frequently as once a week or more (31 per cent).
?The volume-based advertising era is dead on both sides of the Atlantic and companies need to put effectiveness first, reducing the frequency with which they speak to consumers, delivering only high quality, relevant and timely messages,? said Marco Veremis, President of Upstream. ?Marketing and advertising has today become so pervasive across every format and channel that any company not heeding this stark consumer warning is likely to have the opposite effect they intended. While the specific appeal of Facebook to investors is its ability to target advertising to consumers based on interests, location and context, advertisers should be aware that the marketing technology now available allows them to cover two other equally important aspects: to make sure the frequency of advert exposure is right for the person in question, and that the phrasing of any advert is proven to be the most likely to elicit a positive response.?

As speculation mounts over Facebook?s imminent first steps into the world of mobile marketing such as inserting ?featured stories? into people?s mobile feeds, the 2012 Digital Advertising Attitudes Report warns that consumer openness to advertising is lowest on mobile phones versus any other device such as PC, laptop or tablet. The vast majority of Brits (64 per cent) and Americans (67 per cent) would find it most unacceptable to receive unwanted advertising on their mobile phone/smartphone over other electronic devices. There is a further warning that mobile display advertising is not the way to go. Less than one in six (11 per cent) Brits and 15 per cent of Americans who have surfed the internet on their mobile phone have ever clicked on a mobile banner advert and only one in every 100 Brits who surf on their mobiles and 1 in 50 Americans click on banner adverts frequently. The vast majority of those who surf the internet on their mobiles (79 per cent in the UK and 72 per cent in the US) find banner advertisements on their mobiles or smartphones irritating.
?Consumers are not generally averse to being marketed to, but the past decade of ever-increasing volumes across all available channels is finally taking its toll,? added Veremis. ?Mobile is the next frontier in advertisers? sights, driven by the promise of long-anticipated developments in handset technology and marketing opportunities in apps, such those rumoured for Facebook. However, marketers need to be especially mindful that the mobile will always be a deeply personal medium and to avoid a backlash, any advertising must be personal, intimate and targeted. Companies must avoid repeating the mistakes of the one-to-many broadcast and volume driven online advertising years and especially on mobile, they should focus on using short, text-based ad formats instead of intrusive graphical banners.?

Chris Brown Accused Of Stealing Fan's Cell Phone
Florida woman claims singer snatched her phone and drove away after she photographed him Sunday morning outside a Miami nightclub.

Chris Brown could be in hot water again if a Florida woman's claims that he stole her cell phone prove true.
According to an incident report, Brown is accused of "robbery by sudden snatching" at the Miami Beach nightclub Cameo early Sunday morning.
The alleged victim, Christal Spann, 24, told police that after spotting Brown and rapper Tyga leaving the club through a side door, she and her friends followed the artists onto the street. Brown got into a black Bentley as Spann took out her cell phone and snapped a photo of the singer while he sat in his car. "At this time [Spann] stated that [Brown] reached through his car window snatched her phone from her hands and said, 'Bitch you ain't going to put that on no website,' " the report says. He then allegedly took the iPhone 4S, rolled up his car window and drove off.
No arrests have been made and no warrants have been issued so far in the case, but TMZ reported that the incident is under investigation. According to E! Online, the Florida State Attorney's Office is preparing a warrant for Brown's arrest on suspicion of "robbery by sudden snatching."
Though the often tempestuous singer got a positive probation report just days before his Grammy win and performances in connection with his guilty plea to felony assault on former girlfriend Rihanna in 2009, he could be facing some legal troubles as a result of the Miami episode. On February 9, a Los Angeles judge ordered Brown to continue reporting to a probation officer in his home state of Virginia as part of his five-year probation sentence in the Rihanna assault.
Because he still must obey all laws while on probation, TMZ reported that an arrest in the alleged Miami phone snatching could land him behind bars for a probation violation. The site claimed that the district attorney who prosecuted Brown in the Rihanna case is keeping an eye on things, and if the L.A. County Probation Department recommends that action should be taken, Brown could have his probation revoked and be sentenced to several years in prison.
A spokesperson for Brown could not be reached for comment at press time.

Letter to Iowa E-Verify Sponsors | Cafe Con Leche Republicans

This letter was sent to every Iowa legislator who sponsored HF2156, a law to mandate e-verify for all Iowa employers regardless of size.
I am writing to you regarding HB2156, a proposed law which would mandate the use of e-verify in Iowa. This bill, if passed into law, would have significant unintended consequences which far outweigh any benefits. We recommend that you withdraw your sponsorship of this bill.
Foundational Issues
Mandatory e-verify does not address the root cause of illegal immigration, which is a legal immigration system and guest worker systems that do not meet the needs of our economy. Even if successful in driving undocumented immigrants from Iowa, this bill will do nothing to provide guest worker visas to replace those workers, if any, who will leave Iowa. Many of the jobs that would be vacated would either be unfilled, or businesses will close or move elsewhere.
There are Americans willing to fill low-skilled jobs, but Americans are on average much better educated than during the last major overhaul of immigration in 1965, and the numbers of Americans willing to work in these jobs is much less than the demand. Our legal immigration system simply has simply not kept up with our demographics. One perspective to seven million undocumented immigrant workers is that the seven million represents the cumulative shortage of guest worker or immigrant visas, rather than lack of enforcement. Enforcement-only solutions will not fix the underlying problem, an immigration system no longer connected with economic realities. This is a problem that must be fixed by Congress, not the states.
States that have implemented harsh crackdowns, such as Arizona, Georgia, and Alabama, have seen their economies severely impacted, especially agriculture, when immigrant workers leave, but employers found they could not fill their positions, even in states where there are high unemployment levels. A recent report by the University of Alabama found Alabama?s harsh immigration law cost the state?s economy up to $10.8 Billion. Georgia and Alabama farmers suffered massive crop losses when not enough farm workers could be found at harvest time, because so many undocumented migrant workers bypassed their states for other states without the harsh laws. Georgia responded with a program to put parolees to work on farms, but the vast majority of parolees quit within hours, claiming the working conditions were too hard for them.
E-Verify is a Flawed System
Any information system is only as good as the underlying data, and DHS and social security databases are proven to be flawed. For example, legal immigrants and guest workers, as well as naturalized citizens, are 15-20 times more likely subject to be rejected than native born citizens, requiring them to go through a lengthy and bureaucratic appeals process, meanwhile subjecting them and their employers to considerable inconvenience.
Intel Corporation wrote to the General Services Administration about widespread problems using e-verify. We do have similar high tech employers in Iowa who depend on foreign born scientists and engineers. Some sample quotes:
Although USCIS claims that ?[l]ess than one percent of all work-authorized employees receive a tentative non-confirmation through E-Verify? (statement of USCIS Acting Director Jonathan Scharfen, USCIS press release, May 5, 2008), Intel?s actual experience is a TNC rate of a stunning 12.21% for the year to date (143 of 1363 inquiries).?All of Intel?s TNC?s have ultimately been cleared by E-Verify as work authorized, but only after significant investment of time and money, lost productivity and, for our affected foreign national staff, many hours of confusion, worry and upset.
E-Verify also issued an FNC to a foreign student with Optional Practical Training employment authorization because USCIS put the wrong validity dates on the employee?s Employment Authorization Document and confirmed an E-Verify FNC when the employee refused to pay an additional $340 filing fee to have the government correct its own error.? Despite USCIS records showing the employee had both a valid I-20 and an I-797 approval notice for the correct OPT dates, E-Verify said she was not work authorized.? Again, only because Intel representatives persisted was that situation reversed and the employee?s employment continued.
E-Verify is Expensive and will Lead to National ID and Loss of Privacy
According to a report by the conservative CATO Institute,
Creating an accurate EEV system would re-quire a national identification (ID) system, costing about $20 billion to create and hundreds of millions more per year to operate. Even if it were free, the country should reject a national ID system. It would cause law-abiding American citizens to lose more of their privacy as government records about them grew and were converted to untold new purposes. ?Mission creep? all but guarantees that the federal government would use an EEV system to extend federal regulatory control over Americans? lives even further.
Just as Iowa rejected REAL ID, for many of the same reasons Iowa should reject mandatory e-verify.
E-Verify Can Readily be Circumvented by Undocumented Immigrants
E-Verify checks for a match of names and social security numbers. Undocumented immigrants can readily circumvent e-verify by using the name and social security number of another person, such as a family member, a dead person, or rented, bought, or stolen from another person. DHS databases only include biometric information for those who have been in their system at some point in time, such as legal immigrants or non-immigrants, or naturalized citizens. Native born Americans have never been in DHS databases, and so there is no biometric information either. An undocumented immigrant with fake IDs with real names and social security numbers can still pass e-verify, while law abiding immigrants and citizens are sometimes hurt by errors.
A recent report ?Secure Communities by the Numbers: An Analysis of Demographics and Due Process? found 3,600 U.S. Citizens have been arrested through the secure communities program, which cross-checks fingerprints taken by police against DHS databases. In other words, even with biometric information like fingerprints, DHS databases are still frequently in error, and subject law abiding citizens and legal immigrants to extreme inconvenience and sometimes humiliation, as with U.S. Citizens held for days, sometimes weeks, because of inaccuracies in DHS databases.
E-Verify Cost vs. Benefits are Dubious at Best
Intel failed to identify a single undocumented immigrant using e-verify, yet expended enormous man-hours resolving e-verify issues with work authorized employees, even one U.S. born citizen. From Intel?s letter to GSA:
In its short experience with E-Verify, Intel has had a TNC converted to Final Non-Confirmation notice for a U.S. citizen who held a U.S. passport and District of Columbia birth certificate, because her Social Security record erroneously reflected foreign birth. She visited her local Social Security office three times during the TNC process, and each time returned to work with an SSA notice confirming that her name and number matched, but this was to no avail in E-Verify, as SSA did not appreciate the need to correct its data error.? It was only after the FNC was issued, and after hours of phone work by Intel representatives, that E-Verify staff identified the error and directed correction of the Social Security records, thereby reversing the FNC.
Small employers typically do not have a human resource manager, and mandatory e-verify is especially burdensome for these employers. Other states that have passed mandatory e-verify have a floor under which small employers are not mandated to participate, while other states phase-in e-verify with larger employers facing a mandate first, then progressively smaller employers, often with the smallest employers exempted altogether. HF2156 exempts no employer and there is no phase-in.
HF2156 Opens the Door to Discriminatory Enforcement
Although HF2156 includes a provision stating ?The attorney general or county attorney shall not investigate complaints that are based solely on race, color, or national origin.? Approximately 10% of Americans have a degree of animosity towards Hispanics, and one unintended consequence is that unfounded complaints based on factors such as Spanish language usage, attire, etc. are likely. Under the bill, the only complaints where the sole information is race, color, or national origin are precluded from investigation, and anonymous complaints are permitted, rendering the prohibition against frivolous or false complaints useless as there would be little to no accountability.
To illustrate this point, consider the practices of the Maricopa County Sheriff?s Office on handling complaints of undocumented immigrants. From a recent DOJ report:
Sheriff Arpaio received a letter in August 2008 expressing dismay that the employees of a Sun City McDonald?s did not speak English and suggesting that Sheriff Arpaio should ?check this out? and ?check out Sun City.?? Because the letter only alleged that a business had Spanish-speaking employees, the only basis it provided for a police response was the biased assumption that speaking Spanish was indicative of undocumented status.? Though the letter did not describe unlawful conduct of any kind, Sheriff Arpaio wrote a note on the letter directing a response thanking the writer ?for the info? and stating that he would ?look into it.?? Sheriff Arpaio also forwarded the letter to MCSO Enforcement Chief Brian Sands with the handwritten instruction ?for our operation.?? Two weeks later, MCSO conducted an immigration operation in Sun City.
HF2156 does not exclude complaints based on foreign language usage, though foreign language usage does not necessarily mean the speaker is undocumented. Many Americans mistakenly believe that English proficiency is a requirement for immigrating to the U.S., when in fact it is not, and even many immigrants and naturalized citizens still speak their native tongue daily, especially in the presence of those who have limited English proficiency. Also, a complaint may be rooted in bias, but the person making the complaint may simply omit their motivation to ensure their complaint is acted upon, and/or make an anonymous complaint to evade accountability for a baseless allegation.
One unintended consequence of this bill is that businesses that tend to hire unskilled employees including many immigrants may become subject to false allegations based solely on the fact they have many legal immigrants speaking foreign languages working for them, much as happened to McDonald?s restaurants in Sun City, AZ, where Hispanic U.S. Citizens were arrested along with undocumented immigrants.
Employment Discrimination
Some employers may simply decide to stop hiring legal immigrants, which is unlawful. Recently a restaurant owner in Georgia admitted he pre-screens job applicants for those with foreign sounding names, rather than hiring them and perhaps failing e-verify. Employers cannot use e-verify until actually hiring someone, and though it is unlawful to discriminate, many prospective employees likely never know they were quietly rejected for something as simple as a foreign sounding name and presumption they would not pass e-verify checks.
Summary
Despite working on E-Verify since 1996, the system is still too flawed to implement without creating considerable hardships for both employers and law abiding legal immigrants, naturalized citizens, and some native born citizens. The costs and problems far outweigh the benefits, and Iowa should not implement mandatory e-verify. This especially hurts high tech employers, such as Intel, who necessarily need many foreign born scientists, engineers, and computer programmers due to the nature of their business.

Fossil fuel signature found in Alaskan ice
New clues as to how the Earth's remote ecosystems have been influenced by the industrial revolution are locked, frozen in the ice of glaciers. That is the finding of a group of scientists, including Robert Spencer of the Woods Hole Research Center. The research will be published in the March 2012 issue of Nature Geoscience.
Globally, glacier ice loss is accelerating, driven in part by the deposition of carbon in the form of soot or "black carbon," which darkens glacier surfaces and increases their absorption of light and heat. The burning of biomass trees, leaves and other vegetation around the globe, often in fires associated with deforestation and fossil fuel combustion, are the major sources of black carbon.
Spencer and his fellow scientists have conducted much of their research at the Mendenhall Glacier near Juneau, Alaska. Mendenhall and other glaciers that end their journey in the Gulf of Alaska receive a high rate of precipitation, which exacerbates the deposition of soot, but also makes for a good research site.
"We are finding this human derived signature in a corner of the U.S. that is traditionally viewed as being exceptionally pristine," Spencer notes. "The burning of biomass and fossil fuels has an impact we can witness in these glacier systems although they are distant from industrial centers, and it highlights that the surface biogeochemical cycles of today are universally post-industrial in a way we do not fully appreciate."
The key to the process is carbon-containing dissolved organic matter (DOM) in the glacial ice. Glaciers provide a great deal of carbon to downstream ecosystems. Many scientists believe the source of this carbon is the ancient forests and peatlands overrun by the glaciers. However, thanks to new evidence from radiocarbon dating and ultra-high resolution mass spectrometry, Spencer and his colleagues believe that the carbon comes mainly from the burning of fossil fuels and contemporary biomass. Once the organic matter that contains black carbon is deposited on the glacier surface by snow and rain, the resultant DOM moves with the glacier and is eventually delivered downstream in meltwaters where it provides food for microorganisms at the base of the aquatic food web.
"In frigid glacier environments any input stands out, making glaciers ideal sentinel ecosystems for the detection and study of anthropogenic perturbation," said Spencer referring to the reason why glaciers record the impact of human emissions. "However, the deposition of this organic material happens everywhere and in vibrant ecosystems such as those found in temperate or tropical regions, once this organic material makes landfall it is quickly consumed in the general milieu of life." The Mendenhall glacier research site therefore allows a unique perspective for studies such as this one.
Glaciers and ice sheets together represent the second largest reservoir of water on the planet, and glacier ecosystems cover ten percent of the Earth, yet the carbon dynamics underpinning those ecosystems remain poorly understood. "Improving our understanding of glacier biogeochemistry is of great urgency, as glacier environments are among the most sensitive to climate change and the effects of industrial pollution," emphasizes Spencer.
The researchers' findings also reveal how the ocean may have changed over past centuries. The microbes that form the very bottom of the food web are particularly sensitive to changes in the quantity and quality of the carbon entering the marine system. Since the study found that the organic matter in glacier outflows stems largely from human activities, it means that the supply of glacier carbon to the coastal waters of the Gulf of Alaska is a modern, post-industrial phenomenon. "When we look at the marine food webs today, we may be seeing a picture that is significantly different from what existed before the late-18th century," said Aron Stubbins a collaborator from the Skidaway Institute of Oceanography. "It is unknown how this manmade carbon has influenced the coastal food webs of Alaska and the fisheries they support."
A warming climate will increase the outflow of the glaciers and the accompanying input of dissolved organic material into the coastal ocean. This will be most keenly felt in glacially dominated coastal regions, such as those off of the Gulf of Alaska, Greenland and Patagonia. These are the areas that are experiencing the highest levels of glacier ice loss.

Whitney Houston 'An Angel,' Alicia Keys Sings At Funeral

After a stormy 14-year marriage to bad-boy singer Bobby Brown, Whitney Houston decided to end that chapter in 2006. Three years later, Houston had aligned again with mentor Clive Davis, the music industry impresario who first discovered a teenage Whitney belting out tunes in a nightclub and signed her to his Arista Records. Their final collaboration, I Look to You, was set to launch her on a "comeback" trail.
Like so many young singers, Alicia Keys — also a Davis acolyte — had long looked up to Houston. But the gifted songwriter cemented her connection to Houston, who was found dead at 48 a week ago, by writing the album's hit single, "Million Dollar Bill."
On Saturday afternoon (February 18), Keys honored Houston in song once again, but instead of a dance-floor-filler, the "Unbreakable" singer took to the piano for an emotional farewell at New Jersey's New Hope Baptist Church. Keys, dressed in a dark suit, first happily recalled Houston as a "beautiful human being, [who would] call you for no reason at all but to say, 'Hi.' "
Keys, who co-wrote "Bill" with husband Swizz Beatz, said Houston also made it a habit to nurture the female singers who were following in her superstar footsteps. "She reached back to so many people; she reached back to me, to Monica and Brandy ... all these beautiful young artists, and just made us feel strong and capable and loved."
"So she's an angel to us, and has been an angel to us," Keys added before performing a moving "Send Me an Angel."
Keys wasn't the only singer to pay soulful tribute to the "How Will I Know" star. Stevie Wonder, R. Kelly and gospel greats BeBe & CeCe Winans, Donnie McClurkin and Kim Burrell were among the performers at Houston's Going-Home ceremony in Newark, where her "Bodyguard" co-star Kevin Costner delivered a heartbreaking eulogy.

Keeping a Basement Floor Warm and Dry | Butuhdoa.net ? The ...
No matter how nicely the remainder of the basement is completed, if the floors are cold and the room feels damp,? nobody goes to need to spend much time down there. It is a common problem in a finished basement because concrete floors continually release moisture (creating a basement feel damp) they usually act as a conductors of cold from the floor under the muse. Until now, people have tried to handle the matter by laying down a? wooden sub floor before installing their basement flooring, but through the years a wooden subfloor in direct contact with the damp concrete will degenerate. And the wood doesn?t do anything to forestall moisture, so the room still often feels damp.
The answer ? Floating Subfloor Systems
Fortunately, the development industry has get a hold of an answer for chilly, damp basement floors?floating sub floor systems. There are many manufacturers of those systems but all of them work essentially a similar way. They invent a moisture proof air gap between the concrete floor and the basement flooring.
They tend to be built from either plywood or oriented strand board (OSB), bonded to a corrugated underlay in 2-foot by 2-foot tongue and groove panels that fit tightly together. A floating sub floor keeps a basement floor warm and cushty.
How do they work?
The underlay (manufactured from heavy duty polyethylene or styrofoam insulation) creates an air gap under the plywood surface (and above the concrete) so no wood ever touches the concrete. In this case, the wood can?t get wet and decay over the years. Plus, the air gap allows air movement under the ground for you to dry any moisture arising in the course of the concrete and whilst the moisture proof underlay acts as a barrier to forestall damp from rising into the completed room above. So, there isn?t a dampness and no musty odors within the room. With the basement floor now warm and no odors or dampness within the air, a finished basement with a floating sub floor system becomes quite livable.
