Flood Victims Offers Home Insurance Lifeline

The flood that have hit the UK in the past decade have caused billions of pounds worth of damage and unmeasurable disruption. As a result, many insurance companies now refuse to insure homeowners in high-risk areas, leaving many unprotected against potential future flooding.

Flood victims have seen house prices plummet in flood affected areas and they have consequentially found it very difficult to find affordable home insurance? the insurance companies base their premiums on risk. Unfortunately, it?s very difficult to blame the insurance companies, when insuring high-risk homeowners is simply not worthwhile, unless they pay exorbitant premiums.

Although homeowners based in areas where a high-risk of flooding exists have struggled to find affordable home insurance or flood insurance, they have been given a lifeline by a new scheme dubbed ?Project Noah?. Two insurance brokers have devised a plan, whereby the risk will be spread between low and high-risk zones, in order to make domestic home insurance available at a competitive rate.

Donald Macdonald, head of UK property at Guy Carpenter said:

The more units that are shared, the more predictable the risk and the lower the price to policyholders. This has far-reaching benefits, from ensuring that flood insurance remains widely available to higher-risk properties without the need for government intervention, to protecting property values for homeowners in at-risk areas.

After the annoucement, Pensioner Insurance Chief, Darren Murphy, commented on the proposal from Guy Carpenter:

Flood victims have suffered and everyone in the country feels bad about the predicament of these homeowners. However, insurance is a risk-based industry and I think it is a disappointing move if insurance companies start increasing premiums for the many, to protect the homes of the few. It is the job of the government to provide adequate defences to ensure homes are protected against floods, or provide subsidised flood insurance if they can?t

Fortunately, many of the recent flood victims have been protected under a statement of principles that was set out in 2000. The principles committed insurance companies to offer policies to existing customers in flood-prone areas, if their property was built before 1st January 2000. The scheme intended to ensure that high-risk homes didn?t go unprotected, as the risk of flooding in the UK increased. However, that commitment expires in June 2013 and the Association of British Insurers have warned that without that provision, around 200,000 homes could become uninsurable.

Relevant parties including the National Flood Forum have endorsed the latest proposals for flood insurance, but they know that time is running out to ensure that a replacement scheme is in place before the current scheme ends.

All the companies in the home insurance market will be fully aware that the UK has continued to see sharp increases in flooding since the 2000 commitment, so they unlikely to simply sign-off on a similar deal for flood insurance. In areas of high-risk, the extent and level of damage that is likely, simply doesn?t make insuring homeowners economic viable on an individual basis.

The British Insurance Brokers? Association has backed the plans, but CEO Eric Galbraith has taken a pragmatic view of the situation: ?The government can focus its spending on improving flood defences while homeowners should be paying a more equitable premium.? Government ministers have promised to issue a statement on home insurance, in relation to flooding, in the spring.

What If Walmart Sold 2500 Guns Illegally, Walked Them into Mexico, and Hid the Documentation from Congress?

23 Jun 2012, 11:26 AM PDT post a comment

These things got me to thinking?what would these same politicians and media personalities have said if a privately-owned business had done the things our DOJ, ATF, and other government agencies did via Fast and Furious?

What if Walmart, the ?largest seller of firearms and ammunition in America,? had knowingly sold 2,500 firearms to straw purchasers with the intent of having those purchasers carry those guns across an international border and sell them to drug cartel members in Mexico?

And,what if at least two (but possibly three or more) of the guns were used in the murder of a U.S. Border Patrol agent while an untold number of the weapons were used to kill hundreds?literally hundreds?of Mexican citizens?

Moreover, what if one of the straw purchasers, who bought over 700 guns, was on food stamps and Walmart knew it, yet they sold him guns in exchange for bags of cash anyway?

What if some of the 2,500 hundred guns were recovered, but more than 1,000 were not, and what if an untold number of those unrecovered guns were believed to be in the hands of criminals in American cities on our Southwest border?

And lastly, what if explanations given by Walmart board members regarding the authorization of this straw-purchasing, gun-walking program were in conflict with the testimony given by their executive? And what if both they and their executive snubbed their noses at Congressional requests for documentation that would explain who knew what and when?

What would happen to Walmart if that company did these things?

We all know what would happen. Both their C.E.O. and ranking board members would be handcuffed and frog-marched out to paddy wagons in broad daylight, then transported to prison cells that would house them for the rest of their lives.

And Rep. Pelosi wouldn?t even think about saying, ?They are treating the C.E.O. of Walmart this way for doing his job.?

AllAboutSuccess.Com Self improvement and success go hand in ...

How do you know if a person is willing to attain self improvement? This is a question with no definite answer. It will all depend on the individual. Many people have goals, dreams or ambitions but do not know how to go about achieving them. They may have thought about what would make up self improvement and their ideal life, but have no idea how to even begin to make the plans and take the actions required to make them a reality. Some people have a vague idea on how to go about self improvement. These are the ones that believe that if only they had a better job, or had been given better opportunities, or met the love of their life, or whatever else, everything would be fine and they would be happy. They feel that their happiness or lack of happiness is decided by external factors and their thoughts and actions are of little consequence. Some believe that if only they had more money they could have whatever they want and be on their way to self improvement. They may have spent little time thinking about what they actually want from life, and do not really believe there is anything they can do to create their fuzzy version of utopia anyway, apart from buying more lottery tickets.Other people do not even know what they actually want from their lives and may even have little idea what would really makes them happy. They seem to just drift from day to day, week to week, month to month, and year to year, and do little more than just about get by. They may have seemingly secure jobs and be earning enough to live relatively comfortable lives. They seem happy enough and have no great ambition to achieve anything more from their lives than they currently have.Is self improvement important? The reality is that throughout our lives we are all constantly growing and developing. Circumstances make us grow and develop, even if we do not make the conscious decision to do so. Up to a certain age, we learn through formal education and we continue to learn through our experiences for the rest of our lives. We have to learn and grow to deal with everything that life throws at us. We all have to go through self improvement.Modern life moves at a dramatically faster pace than at anytime in history. For anyone living in modern society there are more opportunities to do anything that you want to do with your life than ever before. But there is also more competition than ever before, and ever changing technology means that there really are few, if any

LeBron comes back to Twitter with over 5 million followers

MIAMI (AP) -- LeBron James is back on Twitter, and the Miami Heat star has more followers than ever.

The newly crowned NBA champion and NBA Finals MVP ended a nearly two-month break from social media early Friday, posting a 50-second video to thank fans for both their support and their patience.

James now has just over 5 million followers. He crossed that milestone Friday, a few hours after the Heat beat the Oklahoma City Thunder in Game 5 of the finals to win the franchise's second championship.

James - whose Twitter handle is (at)kingjames - said he stopped tweeting during the playoffs in an effort to avoid distractions as he chased his first championship.

"I'm at a loss for words right now," James said in the video. "I want to shout-out my fans. I know I haven't been with you all the last couple months. Think April 27 was the last time I sent out a tweet. But I want you all to know that I just wanted to try to get as focused as possible on this championship run."

He paused there for a moment, pointing to his hat printed with the words "2012 NBA Champions" and the Heat logo.

"And as you can see, I am a champion," James continued. "But without you guys, it wouldn't have been possible. You guys stuck with me throughout the whole playoffs. You guys stuck with me through the last couple years. And thank you guys so much. You guys share this championship with me and this MVP trophy with me, this MVP finals trophy with me. Love you guys, and I am back."

James tweeted twice more in the next few hours. On Friday morning, after the team party ended, he wrote "I think it just hit me, I'm a CHAMPION!! I AM a CHAMPION!!"

Later Friday, he posted a photo of himself standing near his stall in the Heat locker room, holding the NBA championship trophy in one hand and his finals MVP trophy in the other.

"It's still so surreal! Don't wake me up from this feeling," James wrote.

He is the second U.S.-based athlete to cross the 5-million-follower mark: Shaquille O'Neal has about 850,000 more followers than James. And last month, the NBA became the world's first major sports league with more than 5 million followers.

On Tuesday night, James will appear on the on "Late Show with David Letterman" on CBS.

Turkey: Syria's downing of jet can't be ignored

By msnbc.com news services

Updated at 8:50 a.m. ET: Turkish President Abdullah Gul said on Saturday it was not possible to ignore the fact that Syria had shot down a Turkish military jet and said everything that needed to be done following the incident would be done, Turkish media reported.?

Gul said it was routine for jets travelling at high speed to cross borders for a short distance. He said an investigation into the incident would look at whether the plane was downed in Turkish airspace, media reported.?

Gul also said Ankara had been in telephone contact with Damascus and that a search operation for the plane and missing pilots was still under way.?

"It is not possible to cover over a thing like this, whatever is necessary will be done," Gul was quoted as saying by state news agency Anatolia.

Faruk Celik, Turkey's Labor and Social Security Minister, said Turkey would retaliate "either in the diplomatic field or give other types of response."?

"Even if we assume that there was a violation of Syria's airspace ? though the situation is still not clear ? the Syrian response cannot be to bring down the plane," Celik told reporters. "The incident is unacceptable. Turkey cannot endure it in silence."?

Reports are surfacing that Syria may have shot down a Turkish fighter jet over Syrian waters in the Mediterranean Sea. NBC's Richard Engel reports.

?

Syria said Friday its forces had shot down a Turkish military plane that entered its air space. The plane, an unarmed F-4, went down in the Mediterranean Sea about 8 miles away from the Syrian town of Latakia, Turkey said.?

It was initially reported to be a fighter jet, but Turkish Deputy Prime Minister Bulent Arinc said Saturday it was a reconnaissance aircraft, state television TRT reported.?

The incident further escalated tensions between Syria and NATO-member Turkey. The two neighbors used to be allies before the Syrian revolt began in March 2011 but Turkey has become one of the strongest critics of the Syrian regime's brutal response to the country's uprising and is playing host to civilian and military Syrian opposition groups.?

'Necessary' action will be taken
Gul said that Turkey was still trying to establish the exact circumstances of the incident but said jets flying at high-speeds would at times violate other countries' air spaces for short periods of time.?

"These incidents are routine," Gul said. "They are incidents that are not ill-intentioned and happen because of the speeds (of the jets)."?

"Was that the case, or did (the incident) occur in our own air space, these facts will emerge," he said. "No one should have any doubt that whatever (action) is necessary will be taken."?

Gul did not elaborate on what those steps would be. But Turkey said after a border shooting incident ? which killed two people inside a Turkish refugee camp in April ? that it would call on its NATO allies to intervene should it feel that its security was being threatened.?

Syrian coast guards joined Turkish coast guards in their search for the jet's two missing crew members for a second day on Saturday, Turkey's private NTV reported. Some pieces of the wreckage had been found, Gul said, without elaborating.?

Late Friday, Syria's state-run news agency, SANA, said the military spotted an "unidentified aerial target" that was flying at a low altitude and at a high speed.?

"The Syrian anti-air defenses counteracted with anti-aircraft artillery, hitting it directly," SANA said. "The target turned out to be a Turkish military plane that entered Syrian airspace and was dealt with according to laws observed in such cases."?

Syria claimed the jet violated its air space over territorial waters, penetrating about 0.62 miles. It said Syria forces realized that it was a Turkish jet after firing at it.?

On Saturday, a top-selling Turkish newspaper, Hurriyet, accused Syria of "Playing with Fire" in its banner headline, while Vatan newspaper said Syria would "pay the price" for the attack.

Reuters and The Associated Press contributed to this report.

Secrets in a relationship: A necessity or a problem?

Full disclosure is often touted as the best bet in loving relationships, but in reality, most people tend to keep some secrets from their partners. But are such people being wrong? Is honesty always the best policy when it comes to relationships?

I recently read an article on the Huffington Post that looked into the issue. Affairs, debt, drink or drug problems, past bad behaviour and present sexual performance issues are all things people tend to hide from each other in relationships. Keeping secrets can create an unhealthy distance between you and your partner, although sometimes, it can be a bit of a grey area.

I once read an article about how many relationships needlessly break down after one person feels guilty enough to confess about a fast affair that?s been and gone. If the affair has fulfilled its purpose, does your partner really need to know? The author of the article (and, I believe, some sort of book), seemed to think that no, you needn?t share such a thing. In some cases, the article read, it?s not the affair that would end the relationship, but the guilt attached to it. Now, I?m pretty sure that if I were being cheated on in a relationship, I?d want to know, but some people, especially people who have been married for many years, have a don?t ask don?t tell policy that seems to work quite well for them. For others, though, the desire to have affairs and the willingness to follow through with them, highlights problems within the relationship itself.

Sometimes, these problems can actually be resolved, if both partners are willing to put in the work. In such cases, it may be beneficial to at least discuss the desire to have affairs in order to address the issues you and your partner are facing. On the other hand, any exposed secret can result in less wholesome consequences, such as relationship breakdown. For some people, ending a relationship that?s not going well is a risk worth taking when you?re trying to improve it. For others, stability is more important , even at the cost of living a double life. Where do you stand? Are there secrets you?d keep from your partner? Or do you believe relationships should be an open book?

Toothy Expressions Grab Attention

60-Second Science60-Second Science | More Science

People looking at a crowd more readily spot those faces that show teeth, whether smiling or snarling. Sophie Bushwick reports

More 60-Second Science

To make a big impression, you?ve got to grin and bare it?your array of teeth, that is. Because people gazing at a crowd find it easier to spot someone with a toothy facial expression, whether it?s a happy smile or an angry snarl, than someone with a tight-lipped mug. The finding is in the Journal of Vision. [Gernot Horstmann, Ottmar V. Lipp and Stefanie I. Becker, "Of toothy grins and angry snarls?Open mouth displays contribute to efficiency gains in search for emotional faces"]

We apparently evolved to spot people experiencing certain emotions quickly, a phenomenon called the emotional-face-in-a-crowd effect. Some studies indicated that angry-looking people jumped out at onlookers. Other studies said it was happy faces. The conflict may have stemmed from the type, or rather the toothiness, of the angry and happy faces used in the experiments.

To clear up the discrepancy, researchers created two facial expressions for each emotion, one with bared teeth and one without. They also created a neutral face. A dozen adults then had to pick out the target emotion from a group of faces. And they did it twice as fast when the target?s teeth were visible. The study thus fills a cavity in our understanding.

'I Have Boogers': Adorable Boy Sneezes, Needs A Tissue (VIDEO)

Sometimes kids have a hard time expressing what's on their minds, but when the evidence is dangling right under their noses, words aren't really necessary.

Nevertheless, this adorable boy turns to the camera to state the obvious after a simple sneeze produces some rather unexpected results.

"Boogers. I have boogers," the youngster says as he turns his attention from his cereal. He calmly places the spoon back into the bowl and patiently waits for some assistance. Tissue, please!

Don't worry, buddy. It happens. Somebody give this cutie an award for keeping his composure.

Indians complete sweep of Reds

CLEVELAND (AP) - Swept in Cincinnati last week, the Indians came home and returned the favor.

Justin Masterson finished off the Reds - completely.

Masterson pitched a three-hitter for his first complete game this season and the AL Central-leading Cleveland Indians capped off a three-game sweep with an 8-1 win Wednesday night.

Masterson (4-6) took a shutout into the eighth before the Reds ended the right-hander's streak of consecutive scoreless innings at 18. He did not walk a batter and struck out nine, including the side in the ninth, for his fourth career complete game. Cincinnati's only run was unearned.

"He was just terrific," Indians manager Manny Acta said. "He pounded the strike zone with that heavy sinker. It was going down like a bowling ball."

Asdrubal Cabrera hit a three-run homer and Johnny Damon hit a two-run shot in the fifth inning off Bronson Arroyo (3-5). Lonnie Chisenhall added three RBIs for the Indians, who played poorly while losing three in a row last week in southern Ohio, but have turned things around to move back atop their division.

"We're a resilient team," said Masterson, who became the first Cleveland pitcher to record a complete game at home since 2010. "I think we'll be able to carry this momentum on the road and have a lot of fun with it."

It was the first time the Reds and Indians had faced each other as first-place teams since 1999, and Masterson made sure Cleveland came out on top.

The Reds did not get a runner to second against Masterson until the eighth. Cabrera booted Jay Bruce's leadoff grounder to shortstop and Todd Frazier doubled with one out. Willie Harris followed with an RBI groundout, the first run given up by Masterson since June 9 in St. Louis - a career-best 18 innings.

Masterson capped the ninth by getting the dangerous Joey Votto to look at strike three, an exclamation point on his dominant performance.

"There was a little fire there," Masterson said. "I wanted to close it out."

Reds manager Dusty Baker knew Masterson was capable of shutting down his team.

"When he's on, he's very tough," Baker said, "and he was on tonight. His ball was moving everywhere."

Masterson's record may not show it, but he's been one of Cleveland's most consistent starters.

This was his fourth straight quality outing, and for a change, the Indians gave him some run support. He had received two or fewer runs in his previous eight starts and the Indians were averaging just 2.95 runs per nine innings for him, the worst support in the AL and fourth-lowest in the majors.

He was grateful for the runs, but was just as pleased for his teammates.

"It's nice for them, too," he said. "It makes them feel good. I think sometimes they wear themselves out when they're not scoring as many runs for me or anybody. It's nice to have a game where we score quite a few and win it easily."

Other than hitting Chris Heisey with a pitch in the first inning, Masterson was in complete control of the Reds.

He didn't give up a hit until the fourth when Heisey pulled a single down the third-base line past Jack Hannahan, who was playing up on the infield grass and couldn't reach it with a backhand dive. Votto singled in the seventh and Frazier's double were all Cincinnati could muster against Masterson.

"It was as good as it gets," Acta said.

Masterson got some defensive help when catcher Lou Marson gunned down Heisey in the fourth and right fielder Shin-Soo Choo raced back to snag Scott Rolen's drive in the fifth.

After letting Arroyo off the hook in the first three innings, the Indians tagged him for five runs in the fourth as Damon and Cabrera homered.

Damon, who came in batting just .190 but has been making contributions on and off the field, connected for his third homer to make it 2-0.

Casey Kotchman singled with one out before the 38-year-old Damon drove a 2-2 pitch over the wall in right. Damon, who missed all of training camp before signing with the Indians on April 17, has been showing signs of busting out of a prolonged slump. He's batting .295 (13 for 44) in his past 16 games.

"It's encouraging to see it." Acta said of Damon. "He got off to a very slow start and I know that a lot of people are going to keep looking at the batting average and stuff, but I can point out at least five games over the last 10 days where Johnny has had something to do with us winning the ballgame."

Chisenhall walked for the first time in 57 at-bats this season, and Choo drew a two-out walk to bring up Cabrera, whose two-run, walk-off homer against closer Aroldis Chapman won Tuesday's game. Cabrera fell behind 0-2 before hitting his eighth homer, a shot over the wall in right-center.

Arroyo was charged with five runs and eight hits in four innings - his shortest outing this season. The right-hander has just one win in his last eight starts.

The Indians went up 8-0 in the seventh when they loaded the bases off Alfredo Simon and Chisenhall laced a double into the right-field corner.

Notes: Votto has hit safely in nine straight games and 24 of 25. In that span, he's batting .484 (44 of 91) with six homers and 17 RBIs. ... Browns QB Brandon Weeden threw out the ceremonial first pitch. ... Reds 2B Brandon Phillips' hopes of being credited with an inside-the-park homer were denied by Major League Baseball. Phillips had appealed a ruling in Monday's game, when he was given an RBI double on a ball that skipped past left fielder Damon, who was charged with a two-base error. ... Indians DH Travis Hafner took batting practice the past two days and is moving toward a return from knee surgery. Hafner still needs to run and will likely go on a rehab assignment before being activated. ... Both teams are off Thursday. The Indians begin a three-game series in Houston on Friday while the Reds will host Minnesota.

Study links carcinogens to cancer stem cells -- but spinach can help

Study links carcinogens to cancer stem cells -- but spinach can help [ Back to EurekAlert! ] Public release date: 20-Jun-2012

CORVALLIS, Ore. Researchers at Oregon State University for the first time have traced the actions of a known carcinogen in cooked meat to its complex biological effects on microRNA and cancer stem cells.

The findings are part of a growing awareness of the role of epigenetics in cancer, or the ways in which gene expression and cell behavior can be changed even though DNA sequence information is unaltered.

The scientists also found that consumption of spinach can partially offset the damaging effects of the carcinogen. In tests with laboratory animals, it cut the incidence of colon tumors almost in half, from 58 percent to 32 percent.

The research at OSU's Linus Pauling Institute was recently reported in the journal Molecular Nutrition and Food Research, in work supported by the National Institutes of Health.

"Cancer development is a complex, multi-step process, with damaged cells arising through various means," said Mansi Parasramka, a postdoctoral scholar with LPI. "This study showed that alterations of microRNAs affect cancer stem cell markers in colon cancer formation.

"MicroRNAs are very small factors that do very big things in cells," she said.

Traditionally, cancer was thought to be caused by changes in DNA sequence, or mutations, that allowed for uncontrolled cell growth. That's still true. However, there's also increasing interest in the role played by epigenetics, in which such factors as diet, environmental toxins, and lifestyle affect the expression of genes not just in cancer, but also cardiovascular disease, diabetes, and neurological disorders.

Included in this epigenetic equation is the formation of microRNAs once thought to be "junk DNA" - which researchers were at a loss to understand. It's now known that they influence which areas of DNA get expressed or silenced.

There are hundreds of microRNAs, and the OSU scientists monitored 679 in their experiments. When they don't work right, bad things can happen, including abnormal gene expression leading to cancer.

"Recent research is showing that microRNAs are one of the key epigenetic mechanisms regulating cellular functions in normal and diseased tissues," said Rod Dashwood, the Helen P. Rumbel Professor for Cancer Prevention and director of LPI's Cancer Chemoprotection Program.

"But unlike mutations which are permanent genetic changes in DNA," he said, "the good news about epigenetics and microRNA alterations is that we may be able to restore normal cell function, via diet and healthy life style choices, or even drug treatments."

Epigenetics essentially makes every person biologically unique, Dashwood said, a product of both their genetics and their environment. That includes even identical twins.

The findings of the new study should lead to advances in understanding microRNAs, their effects on cancer stem cells, and the regulatory processes disrupted in disease development, the OSU scientists said. This might lead one day to tailored or "patient specific" therapies for cancer, Dashwood said.
