President Obama's Weekly Address: Urging GOP Lawmakers to Help Homeowners

Four years after the economic crisis threatened to destroy the American economy, the president is urging Republican lawmakers to help homeowners who were unfairly disadvantaged by the housing crisis at the heart of the recession.

"We know the biggest cause of that crisis was reckless behavior in the housing market," the president said in his weekly address. "Millions of Americans who did the right and responsible thing - who shopped for a home, secured a mortgage they could afford, and made their payments on time - were badly hurt by the irresponsible actions of others."

As his first term nears a close, the president boasted, "We're moving in the right direction."

"Home sales and construction are up. Prices are beginning to rise. And more than a million families who began this year owing more on their mortgages than their homes are worth are now back above water," he said.

In an election-year appeal to middle-class voters, the president touted his administration's efforts to revive the housing industry and help responsible homeowners.

"Now, there are some who think that the only option for homeowners is to just stand by and hope that the market has hit bottom. I don't agree with that," he said in a not-so-subtle jab at GOP presidential nominee Mitt Romney.

"But we can do even more if Congress is willing to do their part," Obama said.

He urged lawmakers to act on his plan to help homeowners refinance at lower rates.

"It's a plan that has the support of independent, nonpartisan economists and leaders across the housing industry," Obama said. "But Republicans in Congress worked to keep it from even getting to a vote. And here we are - seven months later - still waiting on Congress to act. ? This makes no sense. Last week, mortgage rates were at historic lows. But instead of helping more and more hardworking families take advantage of those rates, Congress was away on break. Instead of worrying about you, they'd already gone home to worry about their campaigns."

The president admitted "it's going to take a while for our housing market to fully recover," but said it would take longer "if Congress keeps standing in the way."

Focus Less on Lead Generation and More on Good Customer Service

Making more money doesn?t necessarily require finding more clients ? in fact, keeping your current customer base happy can naturally attract new ones like moths to a flame.

This might strike many of you as obvious, but acquiring new customers (especially for a B2B biz) is incredibly hard. I see a lot of entrepreneurs at early-stage companies pouring massive amounts of marketing dollars into acquiring new customers through various channels. If you are like most Internet entrepreneurs, you realize how expensive and competitive it is to compete for a potential new customer?s time.

1. The introduction of the new ?topic pitching? feature not only resulted in more job postings from businesses, but also more new referrals. We started receiving a lot of inbound leads from current customers.

By shifting our resources to creating a feature that our customers demanded, we learned that we can get our own customer base to naturally increase lead generation.?Referrals, as a percentage of total revenue our business generates, shot up to 55 percent in recent months. You build a lot of great karma with your existing customers if you build what they ask for and keep them happy.

3. Keeping?existing customers happy is easy with online tools.?We started using a great tool called?Customer.io?for retention programs, and it is making a huge difference. There are a lot of other similar tools out there, but this one essentially takes the work out of building ?logic? around your retention programs. We now have emails going out to customers regularly if they become idle or behave in certain ways on our site. In our case, what if a customer posts a job, but is idle for 30 days? Is it because they were not happy with the service they received, or for some other reason? Once you start dissecting that data, it paints a really interesting picture of your business and helps you improve in ways you hadn?t imagined before.

All of the tools are out there for you to keep your existing customers even happier than they already are, so definitely take advantage of as many retention tools as possible!

Syrian fighting torches historic medieval market

BEIRUT (AP) ? A fire sparked by battles between Syrian President Bashar Assad's troops and rebel fighters tore through Aleppo's centuries-old covered market Saturday, burning wooden doors and scorching stone stalls and vaulted passageways. The souk is one of a half-dozen renowned cultural sites in the country that have become collateral damage in the civil war.

The damage to one of the best-preserved old souks in the Middle East was the worst yet to a UNESCO World Heritage site in Syria. Across the country, looters have broken into a historic castle, stolen artifacts from museums and damaged ruins in the ancient city of Palmyra, antiquities officials and Syrian experts say.

The Aleppo market, a major tourist attraction with its narrow stone alleys and stores selling perfume, fabrics and spices, had been the site of occasional gun battles and shelling for weeks. But amateur video posted Saturday showed wall-to-wall flames engulfing wooden doors as burning debris fell away from the storefronts. Activists said hundreds of shops were affected.

"It's a big loss and a tragedy that the old city has now been affected," Kishore Rao, director of UNESCO's World Heritage Center, told The Associated Press by telephone from Paris.

Most of the other sites recognized as heritage sites by UNESCO, the global cultural agency, are also believed to have suffered damage during the 18-month battle to oust Assad, Rao said. The ancient center of Aleppo ? Syria's largest city ? has been hit the hardest, he said.

"It is a very difficult and tragic situation there," said Ahmad al-Halabi, a local activist speaking by phone from the area. He said rebels and civilians were trying to control the blaze, but only had a few fire extinguishers.

The fire in the souk erupted late Friday and was still burning Saturday, following fierce fighting between regime troops and rebels trying to drive pro-Assad fighters out of the city of 3 million.

On Thursday, rebels launched what they said would be a "decisive battle" for the city, followed by days of heavy fighting, including shelling and street combat. Amateur video has shown rebels taking cover behind walls and makeshift barriers, attacking regime forces with grenades and assault rifles. Activists reported heavy shelling by pro-Assad troops.

Once considered a bastion of support for Assad, Aleppo has become the focus of the insurgency for the last two months, with rebels taking about half the city. Aleppo would be a major strategic prize: A rebel victory would give Syria's opposition a major stronghold near the Turrkish border, while a regime victory would give Assad some breathing space.

It's not clear what set off the fire in the old market, made of hundreds of stone stalls that line covered alleys with vaulted ceilings. Amateur footage posted online by activists showed flames engulfing the shops and rebels aiming a water hose at the fire. The shops' wooden doors, along with the clothes, fabrics and inside some of the businesses, helped fuel the blaze, activists said.

The market stalls lie beneath the city's towering 13th century citadel, where activists say regime troops and snipers have taken up positions.

The Syrian conflict has killed more than 30,000 people, according to activists. It has also wreaked widespread destruction, particularly in recent weeks as regime forces stepped up air strikes and shelling attacks, and rebels fired mortar shells and rocket-propelled grenades. Entire neighborhoods in Syria's three largest cities ? Aleppo, the capital Damascus and Homs ? have been devastated.

A majority of Syria's 23 million people live in a thin western sliver of the country; in this territory, rebels have established positions in rural areas, while Assad's forces are trying to hold on to the cities.

Aleppo's old center was added in 1986 to UNESCO's list of World Heritage sites. Of the medieval souks in the Middle East, Aleppo's was among the best-preserved, offering visitors a range of architectural styles covering hundreds of years, said Rodrigo Martin, a Brussels expert on Syrian historical sites.

"It was a unique example of medieval commercial architecture," said Martin, a spokesman for a group of experts who monitor damage to Syrian historical sites and cooperate with the U.N. cultural agency.

Some of the other prized cultural attractions have also suffered damage.

Earlier this year, looters broke into Crac des Chevaliers, one of the world's best-preserved Crusader castles, a Syrian antiquities official said at the time. Shelling also damaged the site, said Martin, citing amateur video.

The ruins of the ancient city of Palmyra were damaged by fighting, Martin said, according to reports he received from Syria. He said he had seen video that showed sculptures being taken away from Palmyra in a small truck.

The other World Heritage sites on UNESCO's list are the old center of Damascus, one of the most ancient cities in the Middle East; the ancient city of Bosra, once the capital of the Roman province of Arabia; and a group of some 40 villages of north-western Syria that date from the first to seventh centuries.

Rao, the World Heritage chief, said the U.N. agency has asked Syria's neighbors to be on the alert for attempts to smuggle looted objects out of the country. No incidents had been reported so far.

Lesser sites have also been affected in Syria. Regime shelling of neighborhoods where the opposition is holed up has smashed historic mosques, churches and souks in the central Homs province and elsewhere in the country. Looters have stolen artifacts from museums.

Martin said the Syrian regime bears the bulk of the responsibility for the destruction because it signed international agreements to protect cultural sites.

For at least two millennia, cultural sites have been threatened or destroyed by wars throughout the Mideast, Martin said.

"History continues, whatever we do," Martin said. "Mankind can just be really destructive."

TOKYO (AP) ? Sony is expanding its sprawling electronics to movies business empire with a new venture ? looking inside the human body.

The company on Friday said it will spend 50 billion yen ($640 million) for an 11 percent stake in Olympus Corp., an embattled maker of endoscopes, which are the long thin camera-equipped instruments that allow medical professionals to peer inside the body.

The deal was widely expected as Sony president Kazuo Hirai had expressed interest in moving into the medical equipment business.

Olympus Corp. is the world's biggest maker of endoscopes and is also known for its cameras. It has been on shaky ground after its British chief executive Michael Woodford turned whistleblower and helped unearth a scandal involving a systematic cover-up of massive losses.

Sony Corp. has its own problems and is hoping new businesses will be part of its turnaround. Sony has reported losses for four straight years as it fell behind in portable music players, flat-panel TVs and smartphones. Sony's red ink for the latest fiscal year through March was the worst in its 66-year history.

The two companies said they will set up a new medical equipment company together later this year, 51 percent owned by Sony and the rest by Olympus.

The alliance between Sony and Olympus will focus on the camera business as well, and both sides can benefit from sharing their technology, and working together to become more competitive, they said. In such alliances, companies can share in procurement on parts, boosting their bargaining power with suppliers and lowering costs.

"I will do my best to make this meaningful and profitable for both Olympus and Sony," Hirai said in a statement. Sony will become the biggest shareholder in Olympus after acquiring the 11 percent stake.

Olympus President Hiroyuki Sasa said working with Sony will help shore up Olympus' finances, and that its endoscope business would benefit from Sony's image-sensor technology.

Sasa and Hirai plan a joint news conference Monday morning in Tokyo, where they will likely face questions about how two troubled Japanese companies getting together might lead to them competing more successfully on the global stage.

Earlier this week, Sasa was at the Tokyo District Court to enter a guilty plea for Olympus, along with three former executives who faced charges as individuals, in the opening session of a trial into the fraudulent financial reports.

Olympus has said it hid 117.7 billion yen ($1.5 billion) in investment losses dating to the 1990s.

Prosecutors outlined in detail the elaborate schemes concocted over the years, using overseas bank accounts, paper companies and transactions controlled behind-the-scenes, all to keep massive losses off the company books.

There are still some senior Labour politicians, and a significant section of the liberal media, who continue to deny that immigration is one of the issues that most damages the Left.? Indeed, until the last couple of years, the standard response to any suggestion that immigration itself was problematic was to imply that this was racist. No debate was permitted, even as the number of arrivals continued to grow.

Immigration was a ?good thing?. Immigrants helped a dynamic economy become even more competitive, they filled jobs that nobody else wanted to do, and they kept inflation and wage rises at low levels even when the economy was buoyant.

Even today, barely a week goes by without the IPPR, or Jonathan Portes arguing that immigration has been good for the economy, and that the benefits of mass immigration far outweigh the costs.

The assertion that such a huge increase in the number of workers coming to the UK has had any effect on wages or employment has been repeatedly denied. This is rather astonishing as it will, after all, be the first time in economic history that an increased supply (of labour) has had no impact on the price (that is, wages).

So, have the fundamental laws of economics changed? Either there has been a paradigm shift or, more likely, the effect on wages have been ignored because it hasn?t (yet) concerned the affluent middle class

In any case, there are alternative interpretations. A House of Lords report found that there has been a downward effect on wages, especially for those at the bottom rung of the labour market. And the recent report by the Migration Advisory Committee, confirmed that immigration does have an effect on wages, decreasing those of lower-paid workers. In particular, the MAC estimated that: ?an extra 100 non-EU migrants are initially associated with 23 fewer native people employed?.

After losing the wages and employment argument, however, the same centre-Left pro-immigrationists argue that GDP has increased. Again, the House of Lords report pointed out that GDP, which measures the total output created by immigrants and pre-existing residents in the UK, is ?an irrelevant and misleading measure for the economic impacts of immigration on the resident population. The total size of an economy is not an indicator of prosperity or of residents? living standards.?

To put it bluntly, increasing numbers of voters are not prepared to pay the price of over-crowding, a diminished green belt and public services stretched to breaking point for an additional percentage point of GDP growth. The Left ignored the broader effects on quality of life, with increasing demands on housing provision, classroom sizes, traffic congestion or for health and social services. But there was no planning at all for the arrival of such large numbers as policy makers seemed to forget that migrant workers also need somewhere to live, that they travel, that they have families, and that they get ill.

It is becoming increasingly clear that the former editor of Prospect magazine, David Goodhart, was right when he argued that there is an increasingly acute dilemma, ? for progressives who want plenty of both solidarity (high social cohesion and generous welfare paid out of a progressive tax system) and diversity (equal respect for a wide range of peoples, values and ways of life).?

Now, as draconian spending cuts are being implemented the answer to these questions is becoming increasingly acute. At its heart is a problem that Michael Young and Peter Willmott?s Family and Kinship in East London highlighted half a century ago. Should the (possibly greater) needs of newly arrived immigrants trump the greater ?entitlement? of those who have lived longer in a community?

Who deserves a share of the cake, and how large should their share be? Is social housing allocation, for example, a matter of long term residency, nationality or hardship? Should benefits depend on how much one has contributed to society? What?s fair?

The last Labour government failed to introduce restrictions on the citizens of the new members of the European Union coming to work in the UK until it was far too late. In thrall to the demands of business for cheap and flexible labour, a nominally left of centre government lost control of its borders. And for too long, too many on the Left did not permit an open political debate about immigration, denouncing any criticism as racist.

Immigration remains a huge issue for voters, which is only likely to grow as recession deepens (which it will). Labour lost almost every seat in the south-east outside London and needs to win them back if it wants to regain power. But this does not mean that the people of Kent, Essex, Hertfordshire and Sussex are racist, or even Little Englanders. Britain is a hugely tolerant country which believes in fairness. It also has great ? and legitimate ? concerns about immigration. It is time for Labour and the Left to admit that too much immigration, too quickly, requires new answers rather than continuing to defend old nostrums.

Lenovo ThinkCentre M92z


The Lenovo ThinkCentre M92z is a very good Windows 7 all-in-one business desktop. It's got quad core power, plenty of system memory, and a responsive two-point touch screen. Unfortunately, Windows 8 is right around the corner with new requirements that the system doesn't quite match.

Design and Features
The M92z is built out of standard black ThinkCentre plastic, and it looks essentially like a monitor with built-in speakers. It's very corporate-looking, matching the Lenovo components and ThinkPads you may have around your office. The system's 23-inch screen has a two-finger touch screen using the more established infrared touch technology, rather than the newer capacitive touch found on newer PCs. This isn't a problem for most business use, as corporate IT departments are unlikely to switch to Windows 8 anytime soon. Touch functionality on Windows 8 is optimized for five to ten point touch screens.

The screen is sunken into the bezel because of the IR sensors, which is less clean looking than the seamless capacitive screens like that of the M92z's consumer cousin, the Lenovo IdeaCentre A720 ($1,449 list, 4 stars) . That said, the touch screen was responsive, and the system's IPS panel was bright and visible from a wide angle. The system came mounted to a height-adjustable, pivoting and tilting monitor stand that tilted far back enough that standing users could comfortably use the system while standing. This is good for kiosk and POS (point of sale) applications like in a retial environment.

The M92z came with a wireless keyboard and mouse, which can be stowed if they're not needed. The keyboard in particular was comfortable to use and the keys felt great to type upon due to their concave, semi-oval shape. The keyboard/mouse combo uses a USB wireless dongle, which fits in one of the system's four USB 2.0 ports on the back panel. Alongside the USB 2.0 ports on the back are an Ethernet port, DisplayPort-in, DisplayPort-out, and a Kensington lock port. DisplayPort-out is useful for connecting a second monitor, while DisplayPort-in can support an additional laptop (provided it has DisplayPort) or desktop. DisplayPort-in can also extend the life of the system, since it can act like a monitor after the rest of the system has been deemed obsolete. We would like to see HDMI-in to support other devices, but since the ThinkCentre line is so business-oriented, the lack of HDMI is not a deal breaker.

Two USB 3.0 ports, audio jacks, plus a SD-based media card slot are on the left side. The system's tray-loading DVD drive is on the right side of the system. The webcam on top of the screen has a physical shutter, so you can be assured the camera is off when you're not using it. That's important for businesses with privacy policies, like government offices. It matches the innovative webcam shutter system we saw on the Lenovo ThinkCentre M71z ($917 direct, 4 stars) .

Like most Lenovo business systems, the M92z comes free of extra icons on the desktop. There are a few programs built into the system's SimpleTap touch-oriented interface, but you have to manually turn that on for the first time. You'll find eBay, Kayak, PayPal, and other services there. It's not ideal, but at least Lenovo made an effort to make some of the services work in the touch interface. It's certainly a better solution than putting a dozen extra icons all over the system.

Performance
Lenovo ThinkCentre M92z The M92z comes with an Intel Core i7-3770S processor, 8GB of memory, a 1TB hard drive, and Intel HD Graphics 4000. The combo is good enough for a 3,872 point score on PCMark 7, a test of the system's day-to-day performance. This is slightly faster than our midrange all in one Editors' Choice, the Asus ET2701INKI-B046C ($1,399 list, 4 stars) (3,512 points) , which has the same processor (but less memory). Both certainly outperform the aging Apple iMac 21.5-inch (Thunderbolt) ($1,199 list, 4.5 stars) (2,581 points) . Odd, since Apple is continuing to sell this model even though it is over a year old.

The M92z also did well on our multimedia tests: 1 minute 8 seconds on our Handbrake video test, 2:51 on our Photoshop CS5 test. The CS5 test in particular was fast for all-in-one PCs;p only the Asus ET2701INKI-B046C can match it. Systems like the recently reviewed Toshiba LX835-D3230 ($999 list, 3.5 stars) (1:17 Handbrake, 3:20 CS5) lagged behind the M92z. The 3D performance is as to be expected from an integrated Intel HD system: good for video, but only passable to poor for challenging 3D games like Crysis or Lost Planet 2. The system is fine playing casual games like Angry Birds or MMORPGs like World of Warcraft.

The Lenovo ThinkCentre M92z is a very good all-in-one PC for business. The system we tested came with 8GB of memory and a 1TB hard drive, so it can support even content creation workers like web layout folks and desktop publishing. It's certainly more than a match for the aging Apple iMac 21.5-inch platform and other utilitarian systems like the Toshiba LX835 series. However, its lack of 10-finger touch is likely to be a significant factor in future Windows 8 rollouts, so the system's eventual useful life has to be tempered by that omission. (That said, you can always use a Windows 8 optomized keyboard and mouse, but it's not the same as having a 10-point-touch screen.) It's not terrible: The system is one of the better Windows 7 touch-screen PCs out there. But the lack of 10-finger touch hold it back from unseating systems like the Asus ET2701INKI-B046C, our current midrange all in one Editors' Choice systems.

AP Interview: Iran opposition chief see rebirth

(AP) ? The leader of an Iranian militant group that was taken off the U.S. terror list on Friday says the move will change her group's "balance of power" with the world ? predicting a higher profile in politics, fundraising and diplomacy as well as increased anti-regime activity in Iran.

The U.S. State Department said the People's Mujahedeen of Iran (MEK) hasn't committed terror for more than a decade. The decision means that effective immediately, any assets the group has in the United States are unblocked and Americans are permitted to do business with the organization.

Maryam Rajavi, the Paris-based head of the exiled opposition group, said in a rare interview that she hopes the organization can now have the ear of the world's diplomats to help bolster its bid to overthrow Iran's clerical regime. She stressed that its goal was to replace the Islamic Republic with a democratic government.

Rajavi praised the "courage" of U.S. Secretary of State Hillary Rodham Clinton for what MEK believes was a long overdue decision. A court order had given Clinton until Oct. 1 to act. The group was removed from the European Union's terrorist list in 2009.

"It now has become evident for everyone that these (terror) allegations were untrue," she said. "This is a movement for freedom and democracy in Iran."

The Iranian regime is likely to be furious at the U.S. decision to delist MEK ? for years the only armed exile opposition group. The group, which began as a guerrilla movement fighting Shah Mohammed Reza Pahlavi, helped overthrow the monarch in 1979 then quickly fell out with the Islamic Republic's first leader, Ayatollah Ruhollah Khomeini.

MEK later teamed up with Iraq to battle Iran in an eight-year war in the 1980s, then from its Iraqi base continued military action against neighboring Iran.

A senior State Department official said Washington does not view the group as an opposition movement that can promote democratic values in Iran. The official briefed reporters on condition of anonymity because he wasn't authorized to speak publicly on the matter.

"They are not part of our picture in terms of the future of Iran," the official said.

Still, the U.S. credited the group's 3,000-plus members at a paramilitary base near Iraq's border with Iran with a peaceful departure to another camp, a major step in their eventual departure from Iraq.

The United States contends the group was responsible for the killing of several American military officials and defense contractors in the 1970s, carrying out attacks on Iran from its base in Iraq.

Rajavi, 58, wore what has become a trademark headscarf among MEK women during the interview Friday at MEK's headquarters in the leafy town of Auvers-Sur-Oise north of Paris. She denied claims by critics that MEK has all the earmarks of a cult, blaming Iran for such allegations.

"All the energy and potential of our movement were chained" during the 15 years that MEK was listed by the United States as a terrorist organization, she said, speaking in French as well as the Iranian language of Farsi through a translator.

At its headquarters, the group was preparing for a jubilant fete on Saturday, plastering walls on the street with red drapes and photographs of "martyrs," as it refers to members who have been killed.

"The diplomatic scene will be completely different" because the group's status as a pariah will evaporate, Rajavi said, reiterating MEK's long-standing denial of terrorism.

But, she said, "the most important impact ... will be seen inside Iran."

"The balance of power, the balance of power is going to change. For example, the first message for the Iranian people will be they won't fear increasing their activity and increasing their demonstrations," she said. The fear "will evaporate ... and that will lead to the expansion of anti-regime activities within Iran."

With a clean bill of health in the West, the Iranian regime "will no longer have the excuse" of acting against an organization deemed terrorist by the United States.

Mujahedeen, protected in Iraq under dictator Saddam Hussein, were disarmed after the 2003 U.S. invasion of Iraq and are disliked by the new Iraqi government, dominated by Shiite Muslims like those in Iran.

The United States had insisted the MEK's members leave Camp Ashraf, their home in Iraq, as a condition for removal from the terrorist list. All but several hundred militants are now located in Camp Liberty, a former U.S. base outside Baghdad, looking for placement in third countries.

Among those transferred to Camp Liberty were Rajavi's 30-year-old daughter and her 32-year-old son, she said.

A veil of mystery has long surrounded the group, not the least over the whereabouts of its main founder, Massoud Rajavi, who married Maryam and, though not seen since at least 2003, continues as its co-leader.

There has been speculation that he is dead. Rajavi said Friday he is alive but would not say where he is living.

China says Iran nuclear talks at "crucial stage"

NEW YORK (Reuters) - China said on Thursday that the disagreement over Iran's nuclear program had reached "a new, crucial stage," calling for Tehran to begin a new round of talks with world powers, something a U.S. official said could happen at some point.

Chinese Foreign Minister Yang Jiechi made the comment after Israeli Prime Minister Benjamin Netanyahu made a speech drawing a "red line" for Iran's nuclear program on Thursday, despite a U.S. refusal to set an ultimatum, saying Tehran will be on the brink of a nuclear weapon in less than a year.

While Netanyahu was not entirely clear on the point, he appeared to suggest that if Iran were to acquire enough 20 percent enriched uranium needed for a single bomb, it would have crossed his proposed "red line" and could face military action.

Yang spoke several hours after Netanyahu's U.N. General Assembly address and after a meeting of officials from the five permanent members of the U.N. Security Council - the United States, France, Britain, Russia and China - and Germany yielded no obvious signs of progress toward a diplomatic solution.

"The Iranian nuclear issue has reached a new, crucial stage," Yang said in a speech at the U.N. General Assembly. "The relevant parties should remain committed to a diplomatic solution and begin a new round of dialogue as soon as possible."

A senior U.S. official said "at some point" the group would likely return for a fourth round of talks with Iran.

"I think we've got some additional work to do first, so I would not expect that to happen immediately, but I would hope that we will get there in the not-too-distant future," said the official, who spoke on condition of anonymity.

The push to resume talks comes at a time when tensions between Iran and Israel are rising and diplomatic efforts to resolve the decade-long dispute over Iran's nuclear work have foundered.

Israel, the United States, the European Union and their allies say Iran is amassing the capability to produce a nuclear bomb, an allegation the Islamic Republic denies.

The six world powers, represented by EU foreign policy chief Catherine Ashton, have sought to persuade Iran to scale back the enrichment of uranium through intensifying economic sanctions and diplomacy.

France said earlier this week it would seek a new round of EU sanctions targeting Iran's financial sector next month. Foreign Minister Laurent Fabius said after Thursday's talks the group was "united" and ready to apply more pressure on Tehran.

They have so far failed to reach a breakthrough in three rounds of talks since April.

Western sanctions on Iran tightened markedly this year with an EU ban on crude oil purchases from Iran and U.S. sanctions targeting banks that deal with Iran's central bank.

U.N. diplomats say the possibility of further U.N. Security Council sanctions is slim because Russia and China are opposed to the idea. There was no sign the issue was discussed on Thursday.

After the talks on the sidelines of the U.N. General Assembly in New York, Ashton said the powers had discussed the need for Iran to take action urgently regarding its nuclear issue and planned to contact Tehran to continue the process.

"We have to ensure that we aren't going to have talks for talks' sake, and we have some reason to believe that they will move to a point of seriousness, but we will test this out every step of the way," the U.S. official said.

War crimes prosecutor Del Ponte joins Syria probe

GENEVA (AP) ? The U.N.'s top human rights body on Friday named renowned former U.N. war crimes prosecutor Carla Del Ponte to its independent panel probing alleged war crimes in Syria's 18-month conflict.

Her appointment came as a sign of stepped-up efforts to gather evidence against members of Syrian President Bashar Assad's regime.

The U.N. Human Rights Council also voted to extend by six months the mission of its probe.

The panel, whose mandate was due to expire within days, has blamed Syria's government forces for the majority of serious abuses since the uprising began in March 2011.

Activists say some 30,000 people have died in Syria since the uprising began. In addition, hundreds of thousands have fled the violence, many going across the border to Turkey.

The collected evidence could one day be used in a war crimes tribunal hearing ? although none is so far planned at the International Criminal Court in The Hague, Netherlands.

Last week, the panel led by Brazilian professor Paulo Sergio Pinheiro submitted a confidential second list of suspected war crimes perpetrators to the U.N. human rights office.

Del Ponte, a former Swiss attorney general, has previously served as prosecutor of the international war crimes tribunals probing atrocities in Rwanda and Yugoslavia. Along with Del Ponte, the Council also named Vitit Muntarbhorn, a Thai professor who has investigated human rights in North Korea.

Members of the 47-nation Human Rights Council voted 41 to three in favor of a resolution put forward by Arab states to extend the panel's mission until the council's next session in March. Russia, China and Cuba opposed the resolution and three countries abstained.

Syria's ambassador, Faysal Khabbaz Hamoui, denounced the resolution and lashed out at those who backed it ? in particular Arab states who are funding Syrian opposition fighters.

"They have decided to draft a resolution that is very tolerant to al-Qaida," he said, insisting that Syria will "never become an extremist Islamic emirate."

The U.S. ambassador, Eileen Chamberlain Donahoe, said that the investigative panel "has been doing its job" ? notably to turn up information that could one day be used to prosecute those behind Syria's bloodshed.

The panel's members "will help ensure that this will not be a case where impunity prevails, but rather that those responsible for these crimes against the Syrian people will face justice and accountability," she said.

Thankfully, this affordable price tag doesn't come at the cost of performance or features. The LG Escape has a powerful processor, blazing fast LTE data speeds, a bright, attractive display, and a thin design. Along with our Editors' Choice, the Pantech Flex, it's the model for what a new budget smartphone should look like.

Design, Connectivity, and Call Quality
Attractive in a slim, minimalist way, the Escape measures 4.96 by 2.54 by 0.37 inches (HWD) and weighs just 4.5 ounces. It's made of shiny black plastic with a light pattern printed on the back and a smoked chrome ring around the battery cover and display. The only false note is the textured, matte plastic band around the middle that looks a bit tacky. Otherwise, this looks and feels like a quality device.

The rest of the phone's design is understated as well. There's a volume rocker on the left edge, a Power button on the right, a 3.5mm headphone jack on the top, and a microUSB port on the bottom. That's it. There's about half an inch of bezel on either side of the 4.3-inch, 960-by-540-pixel IPS LCD, which looks beautiful. It gets very bright, and its 256 pixel-per-inch density makes for sharp text and images. The phone is light and comfortable to hold, and typing in both portrait and landscape mode is fast and fluid.

The Escape runs on AT&T's EDGE, HSPA+ 21, and LTE networks, and features 802.11b/g/n Wi-Fi. Reception is strong, and like most AT&T LTE devices we've tested so far, the Escape pulled in some incredibly fast data speeds, with downloads averaging 18Mbps, and uploads just over 12Mbps. If you take a look at our Fastest Mobile Networks?survey, you'll see that AT&T's LTE can exceed Verizon's LTE speeds, though Verizon's LTE is more consistent and covers more of the nation.

Call quality is mostly good. In my tests, voices sounded a little crackly in the earpiece, with a slight echo in the background, but were otherwise loud and easy to hear. Calls made with the phone are extremely clear, and average noise cancellation helps to block out some, but not all, background noise. Calls sounded great through a Jawbone Era?Bluetooth headset and the stock Android voice dialer worked fine. The speakerphone sounds okay, and is just about loud enough to hear outside. Battery life was average at 6 hours and 27 minutes of talk time.

Processor, Android, and Apps
The dual-core 1.2GHz Qualcomm Snapdragon S4 MSM8960L processor is no slouch. It isn't quite as scorching as the dual-core 1.5GHz S4 in the Samsung Galaxy S III, but it's fast enough to keep all the apps and games you want to play running along at a nice clip. You also don't have to worry about it becoming totally obsolete in the next few months.

The LG Escape is running Android 4.0.4 "Ice Cream Sandwich," along with LG's Optimus UI overlay. It's a fairly light skin, but it makes the phone feel a little more accessible and user-friendly than stock Android. Unfortunately, there's no word on an update to Android 4.1 "Jelly Bean," which seems to be the case for most current Android phones.

ScienceDaily (Sep. 28, 2012) ? New research published in Psychological Science, a journal of the Association for Psychological Science, examines the nuanced relationship between language and different types of perception.

Bilingual Infants Can Tell Unfamiliar Languages Apart

Speaking more than one language can improve our ability to control our behavior and focus our attention, recent research has shown. But are there any advantages for bilingual children before they can speak in full sentences? We know that bilingual children can tell if a person is speaking one of their native languages or the other, even when there is no sound, by watching the speaker's mouth for visual cues. But N?ria Sebasti?n-Gall?s of Universitat Pompeu Fabra and colleagues wanted to know whether bilingual infants could also do this with two unfamiliar languages. They studied 8-month-old infants, half of whom lived in either Spanish- or Catalan-speaking households and half of whom lived in Spanish-Catalan bilingual households.

The researchers looked at whether the infants could discriminate between English and French, two unfamiliar languages, using only visual cues. They found that the bilingual infants could tell the difference between the two languages, while the infants who lived in single-language households could not. These findings suggest that infants who are immersed in bilingual environments are more sensitive to the differences in visual cues associated with the sounds of various languages.

The lead author was N?ria Sebasti?n-Gall?s. The article was published in the September 2012 issue of Psychological Science.

Skilled Deaf Readers Have an Enhanced Perceptual Span in Reading

Though people born deaf are better able to use information from peripheral vision than those who can hear, they have a harder time learning to read. Researchers have proposed that the extra information coming in could distract from, rather than enhance, the process of reading. But no research has actually compared visual attention in reading between hearing and deaf readers. In a new study, Nathalie B?langer of the University of California, San Diego and colleagues investigated this issue by measuring the perceptual span, or the number of letter spaces used when reading, of skilled deaf readers, less-skilled deaf readers, and hearing readers.

The experimenters manipulated the number of letter spaces that the participants saw while reading text on a screen. They found that, compared to the other two groups, skilled deaf readers read fastest when they were given the largest number of letter spaces, showing that they had the largest perceptual span. Regardless, they were able to read just as fast as skilled hearing readers. Contrary to previous hypotheses, these findings suggest that enhanced visual attention and perceptual span are not the cause of reading difficulties common among deaf individuals.

The lead author was Nathalie N. B?langer. The article was published in the July 2012 issue of Psychological Science.
